John Deere 60 governor arm question

I recently cleaned and rebuilt the carb off a 60. Got it put back on last night and wanted to run it and adjust it. I was in the process of adjusting the low idle to 600 rpm by adjusting the nuts at the swivel joint. The manual then said to shut the tractor off and adjust the governor arm stop screw until there is a 1/8" gap at the throttle arm stop screw. The governor arm on this tractor doesn't have a stop screw, how am I supposed to make this adjustment?
 
The governor arm stop screw is only on the real late model 60's and 620's and 630's.
