Had to find a set of 5 point tamper-proof bits before I could take off the cap. While I waited I turned the engine and made sure the pump was turning as well as made sure the return lines were not plugged. The bits came in the mail today and I took the cap off... and sure enough, the metering valve was stuck. Played with it several minutes until it was smooth, put it back together and it cranked right up. Many thanks to you guys for the usual excellent guidance in troubleshooting this problem.
