Install the spring so it closes the choke plate when the choke rod is pulled out. The choke rod works against the spring and holds the choke plate open when pushed in.
 
I've seen a few where someone has put the choke plate on shaft wrong and when that is the case, you won't even get the spring or anything to work right. When throttled up it will actually suck the plates shut. Easy to get wrong but just keep studying it and you will get it. Too involved to explain on here.
