On Magneto Ignitions the very FIRST thing I suspect is the points are burned or pitted or carboned up so check that and replace if they are bad. In the short run you may get her going by buffing/cleaning/polishing the points or even drag a dollar bill thru them to remove oxidation AND CHECK THE GAP. If it will start if pulled but NOT cranking the impulse mechanism may be bad, it needs to make a loud sharp SNAP as the flywheel is rotated and not any faint dull clink or maybe theres no impulse working at all which can happen due to corrosion or dirt. What make and model is the mag??

Points!!!!!!!!!! My 1935 JD B any time I want to start it up I have to clean the point but it also sits for years at a time before I even try to start it. Clean the point and pull it 10 feet and it fires right up. It too is a hand start so the first time one starts it after sitting a long time you have to pull it
 
Points can look good but still need to be cleaned. A simple points file and a piece of paper do the trick. Then you spin it over and make sure you have a good spark at both plugs
