52 A Radiator

Let me do a better job of asking my question. I am putting a new core in the radiator of my 52 A. My new bold kit matches what?s called for in the digital manual of JDParts. There are two bolts with nuts called for that are two inches long that go through (each side, one on each side) of the lower front of the cast sides into the lower tank. The problem is that they are not threaded all the way up which does not allow them to tighten up by at least one-half inch. Even if they did tighten up, they would go through the bottom of the lower tank and the nuts would sit on the tractor rails, but the radiator is supposed to sit flat on the rails. The holes are threaded all the way through. These are not the holes for the bolts that go through the rails into the bottom tank that attaches the radiator to the tractor, but they are close together. I can make it work, but I hate to be stumped. Does anyone understand what I trying to describe? Thanks
