1953 R - Replacing clutch collar brass thrust plates

I need some advice as to riveting the thrust plates to the collar.
Upon removal I found the plated broken and the rivets were loosely holding the plates. Went to install the new plates and the
rivet tool I have will only set the rivets loose allowing the plates to move. Which is the correct way to fasten the plates, loose or tight to the collar? This is my first post and have appreciated reading the forum and learning from the members. David
 
No need for any fancy tools, just get some transfer punches.

Dan in Ohio, thank you and I think I know where I can find a set. Seemed to be so easy but then everything on this tractor has not been easy.
