Rock Shaft Leaking Down

What causes my Rock Shaft to leak down sometimes? Other times it is fine. It is a Power-trol on my 1952 model A. It does not lose any oil. This started about two months ago when it would not hold the mower up any more. Then last week it started working fine again. I figure I am ?living on borrowed time?, and will need to work on it next winter, but I was just wondering what I should be looking for when I tear into it.

James - Thanks for your help. Because it comes and goes, I am thinking the 'U' cup packing on the top of the piston, but I hand not thought about the check valves. I am wondering if I have dirt in my system. I might drain and refill with new oil.
