Steering gear clearence 720

Before I took apart my power steering on my 720, I measured the clearance of the steering gear and it was .020 which was within spec. I am reassembling the unit and I tightened the steering gear to as much as I can with my torque wrench which only goes to 150 lbs. No matter how much more I try to pull, I can't get the gap to shorten. Right now I have almost about an 1/8 gap between the gear and the shim. My question is, if I put a long pipe on my wrench to get more leverage, will this help shorten the gap, or have I reached the limit on how far the gear will travel? I am afraid if I put to much torque on that bolt, I will break it off.

If I continue to torque on the bolt, will the gear continue to go down on the shaft to lesson the gap, or is there some stop where the gear will not go down any more?
 
That seems odd indeed. I'd not go any tighter than the torque spec. I wonder if it was binding up before taking it apart and the measurement was not accurate ? or perhaps some of the shims that were in there got lost ?
I'd sure try and get it within specs.
 
What would even cause any movement of the spindle to move up or down. The spindle is held firmly in place by the vanes inside the cylinder. I have lowered the tractor onto the wheels and raised it off the wheels and I see no movement in the spindle.
 
The metal part of the vanes should not touch the cylinder. The rubber packings do and should have some give when pried up and down. Does your spindle turn freely from side to side ? Packings will make it stiff but it should turn and not feel anything bind or catch.
