1020 load shaft leak... problem.

The L/D lever under the seat had no resistance when moved from L to LD to D. The load shaft did not "slide" at all. Tapping it with the wooden end of a hammer made it move but it popped to the rear when the shoulder cleared the bushing. Put the castle nut back on and gave forward pressure with a box end wrench and it popped back up on the shaft where it was. Obviously there is load pressure on the shaft and the LD lever is not performing its function. Question is... How do I proceed? Remove the rockshaft housing and have a look?
 

I would be hesitant to remove L/D control shaft with pressure on it. Try to get L/D lever to stay in "D''. I will suggest to loosen locknut(key 12) and screw bolt(key 13) in a little to see if pressure is relieved from shaft
