GM flooded? upon start up

When i turned fuel on i suspected it was taking longer than usual to fill carb. Cranked but no start- i swear i can hear fluid running past pistons in the case. Later noticed wet spot on floor under rear drain plug. Any ideas? stuck choke?

More like leaking needle valve not seating or a hole in the float. Fairly common issue but relatively easy to fix. Check your oil level and see if gas runs out as gasoline is lighter than oil and sits on top. If crankcase is really full can cause serious problems. Good Luck!
