4020 injection pump/governor problems

'67 4020 powershift. Last week, was loading some hay and motor suddenly started gaining speed. A quick tap of the foot throttle brought it back down. Since then, it has happened a few times, and I believe that all have been in a situation where the governor would be kicking in. Other symptoms: when idling it down, it sometimes acts as though it is going to die, never did that before. When starting, it sometimes acts like it is not getting fuel and you have to crank it until it does.
In searching back through the archives on here, it appears like it is a classic 4020 problem, time for an injection pump rebuild. Am I correct on this, or it there something else involved? Roughly how much $$ am I facing? Does anyone have any recommendations for some place to have the pump rebuilt around Houston?

Had the same experience years ago with my 67 4020 PS and like dieseltech said, time for a pump rebuild which is what I had done and it fixed all those problems.
