3020 injection pump

Picked up a 68 3020D recently. Currently will run about 30 seconds then cut off. Runs less every time you try this until it sits for awhile.

From my research it sounds like this could be the plastic flex ring for the governor in the pump. Stanadyne DB pump with date of 1997 on it.

Where do you get a service manual for pump? It looks like parts can be bought for about $50 of its $800 to exchange with a reman.

Is this something someone with basic mechanical knowledge could do or does it need sent to a shop?

Confirm it's the retainer ring failing by seeing if it will continue to run with the two screw timing cover loose, allowing the housing pressure to drop as the fuel leaks out. If it runs without dying then the pump needs repair..
 
If you give me an email address, I can send you the Deere Stanadyne manual for the DB
an JDB pump. There IS one special tool you will need unless you get very lucky.
There is one bolt that has a Bristol head on it so you need a 6-tooth Bristol wrench
to get it out. Costs around $10 if you shop around. Generic or by Stanadyne part #.
Some people claim they were able to use a Torx wrench bit. I have my doubts and have
never tried that myself. But - I have half-a-dozen of the correct wrenches in my box.
Thompson Diesel was selling them on-line for $4 each but I think they are now sold
out.

New cam screws now use the T-45 torx bit, that's all I use since Stanadyne switched to that in the 90s. Torx also works fine in the Bristol screws if each flute is machined down .002 inch, or .004 on each pair diameter. A good belt sander will handle that easily.

I just did as you said and loosened the timing cover and it ran perfect and reved up like it should.

That test means that it is plastic piece or it just means there is some kind of problem with pump?

If engine runs OK with the cover loose it confirms the pump needs serviced, broken retainer ring are plugging the return fitting, and/or the return line back to the tank. Had a Case 580 pump in last week for the same repair. I've loaded otherwise dead tractors on a trailer with the cover loose to get them back to the shop.
 
It means the internal pressure inside the pump is too high due to blockage in the
return-fuel circuit. It is supposed to be around 2-6 PSI. When the return circuit
gets plugged - housing pressure jumps up so high - charge pressure is defeated and the
pump kind of runs out of fuel from too much fuel.
 
I cannot send entire PDF manual by email. It is over 200 MBs. Even just the DB
section converted to JPG - I had to break it up into four different email messages.
Just sent it. Yahoo email only allows 25 MB per message.
 
For an extra $50 you can eliminate that plastic/pellathane weight-dampener forever. It
was done for all highway vehicles e.g. Ford and GM pickup trucks/vans and SUVs in
1985. Off-road pumps can also get an update if wanted. I would not stick that
miserable piece of plastic back in a pump I owned, considering the work involved.
