accelerator spring adjustment on 820

I have a 1958 820 with a foot throttle. I am trying to adjust the speed control rod in the governor. I turn the accelerator spring housing till the governor spring distance is 11/16" from plug opening and then set the stop so that the pump rack is at one, this is done with the hand throttle set half way between slow idle and stop. When I start the tractor I can only get to about 1100 rpm using the hand throttle, with the foot throttle I can get about 1200 rpm. When I try to shut off the tractor the hand throttle will not shut it off but the foot throttle will. The stops used to set the stop and the fast idle do not contact the throttle linkages. I can get the tractor up to 1250 rpm by turning the accelerator spring housing but then it will not shut off. If I adjust it to shut off then it will not reach 1250 rpm. What am I doing wrong? I think there is 3 different adjustments on the accelerator spring.
Turning the housing changes the length on the back rod, turning the bolt in the clevis changes length to the front, and moving the large nut on the clevis bolt changes the spring tension I think.
