late A getting to much fuel

asking for a uncle so my info may not be complete. here's what i know... he was hauling manure with it and tried to start out in road gear and killed it, then it wouldn't start and when he opened the petcocks a bunch of gas came out. he did finally get it going and it dies on him again out in the field. he ended up dragging it back to the shop. he took off carb bowl, float is empty and moves like it should, needle looked ok from what he could tell, it's one with the rubber tip. he set top of float to 1/2" below top of bowl. and it still is getting to much gas, he said he had one petcock open and after about 12 revolutions trying to start it there was a puddle about a foot in diameter on the card board under it, then he opened the other petcock and said about 1/2 cup of gas came out.

he also said that last fall he was discing with it and said it would run good as long as it had a moderate load on it but if it got to a hard load it would kinda miss and puff some black smoke. he also went over the ignition today and said it is sparking the plug like it should.

i told him to check his air flow and choke

any other ideas or thoughts what his problem is?
 
Yup...late A and B have a spring loaded choke plate and can stick and/or spring broken and plate will just flop around and suck shut when throttled up.
