950 steering

I have a 950 that I bought about a month ago. I am going over the tractor and fixing things. This tractor has power steering. There was an issue with the left spindle and steering arm. The key way was broken and widened out. This was causing the arm to slip on the spindle and the tie rod was rubbing on the wheel. I took the spindle apart and replaced it with a good condition used one. Got another key and another good steering arm that was taken off another 950.

The tractor is all back together. It's working fine. I am wondering why both the original and replacement arm does not fit all the way down onto the spindle? There is about a 1/4" from the top of the spindle to the top of the arm. Is this the way it was designed?

The spindle should be below flush of the arm. There was originally a rubber plug (p.n. CH13304 NLA) that would fit into the arm and cover the top end of the spindle.
