4010 brakes

I just got done with the brakes on the 4010. All of the dowel pins that keep the cast iron brake plate in place were broken & the plate had spun in the housing. Both sides were like this. Is that common? The dowels are much smaller than the "hole" is on the tractor side. The parts book shows only the dowels being there. Just seems odd to me. Am I missing something?
 
I do know that a 4020 uses a longer dowl pin. I just put a 4020 together today and could not find one of the dowl pins and pulled one out of some 4010 axle housing we have and it was 1/2 to 3/4 inch shorter. So there must have been a few problems if Deere changed that for 4020 production. Tom
