820 foot throttle

Can any one tell me how to adjust the throttle linkage on an 1958 820 with a foot throttle? (I need to set the speed control rod in the governor to 11/16" it's at 7/8" now) Do you adjust the accelerator spring or the foot throttle linkage. If you adjust the accelerator spring, how do you do it?

Are you sure it is a foot "throttle" and not a decelerator pedal??

It depends on whether the hand throttle is in full throttle or idle...
