2640 steering arm drag link leak.

I have been having some hydraulic fluid leak from the area where the steering arm and drag link are located. I removed the cover and fluid poured out of this area. I removed the plug from below the cover and nothing came out until i blew air back up the hole. The question I have is why is there fluid in this area other than the obvious reason the seals are leaking in the steering valve. Also does this oil drain back to the transmission or only fill this area and go no where else. I have replaced the upper seals in the steering valve last year. This didn't start leaking until I started using a bucket on my loader. I am guessing the extra weight if the bucket caused the lower seals to go bad. Could the oil in this area cause oil to come out where the tachometer cable mounts to the clutch housing.
 
NOT sure which "cover" you are removing and finding oil.

Any steering unit leakage simply dumps into the transmission.

To leak EXTERNALLY, it has to get by seal, Key #9.

My guess is o-ring(key 22) is leaking and you'll need install a seal kit to correct the leak.

Part #2 is the part that was leaking. The half moon cover with the bushing. I am thinking that seal 22 is bad on the steering valve. I have a bunch of brake debris in this cavity. I was wanting to wash this area out with some cleaner but I was concerned that it should drain back to the transmission.
 
So gasket key 14 dumps fluid all the way back to the transmission through a passage and doesn't just dump it into the clutch housing that the steering valve bolts to.

That cover is sealed to the case by gasket # 3.

There's always oil inside that area, free to drain backwards and down, and steering return oil gets dumped there, downward from the PS unit, so oil is coming down from above whether or not a seal is out above. If the steering is working properly/isn't weak or gets air in it I doubt you have a seal problem.

Are cover bolts loose, or is it simply a gasket issue?

If any of the bolt holes go all the way through I'd use a little sealer on the threads when replacing the gasket.

The bolts were tight oil was just dealing out of the gasket. Also there was a bunch of brake material inside of this cavity. I am thinking that if there is a passage way back to the transmission it could be plugged. Also the steering is good and functioning properly.
 
You are making this more difficult than it needs to be. Figure out why the gasket isn't sealing and fix that issue.
