The factory considers the dealers as it's customers; end users are the dealers customers. So the factory wants to keep it's customers wealthy by keeping the independent shops out of the loop.
This has been going on with the car OEM's for 35 years, they want their dealers solvent so they aren't stealing from the factory in warranty fraud. Which they will if given half a chance.

We can thank the US voters for electing regimes that let the EPA run wild with greenwashed idealists who have little real world common sense. Tier I or II tractors would not be as complex as today's Tier IV equipment .
Given the amount of questions here from those not understanding the fundamentals of charging, , batteries , starters , grounding and instrumentation of equipment from the 1930's to the 1990's . These persons are not going to be connecting a laptop to a tractor's data port .
