5520 3 Point won't lower all the way.

I'm posting for my Dad who bought this tractor last fall. Its a cab machine. The engine and injector pump had 8 hrs on a rebuild when he bought it (just background). It came with a shredder that was installed when we bought it. The 3 point arms operated as they should at the time. However, now that we have removed the mower, the arms will not lower beyond about mid way no matter what position the draft lever is in. They go up just fine. Anyone have any insight to provide?! We're kind of at a loss...

P.S. Used a different tractor with an end loader to apply some weight to the arms while lowering and they still just stop at the mid way point.
 
I know you said the "3 point arms" went all the way down with the shredder on the tractor. However, with all due respect, please allow me to ask, are you sure? Could it be that the lift arms (I presume that's what you meant by 3 point arms) went down only far enough to allow the shredder to be on the ground, but not really down all the way through their travel? Could it be that someone put on shorter lift links? Have you checked the linkage the whole way from the operating lever to where it enters the 3 point rockshaft housing?

You make a good point. The answer is I'm not sure and it is possible that someone put shorter lift links on it. Let me throw another piece of info out there. When we first bought it, the injector pump had lost it's prime and we pushed the tractor into our shop with a skid steer loader. The tractor obviously wasn't running but the lift arms lowered to what I believe to be their full travel. So while running they will not travel all the way but will, with downward pressure while not running.
 
When you pushed it (5520) into the shed, did you push on the end of the draft links, maybe exerting an upward, or downward, force on the lift links and thus the lift arms? Could that have damages something inside the rockshaft?

Yes. I suppose anything is possible but I don't believe anything was damaged. The movement in the arms isn't jerky or rough, it just doesn't go through the full range of travel. It really just seems like it is somehow adjusted to stop where it does. I just seems silly that someone would do that.
