69 4020 fuel gauge issue

Have a 1969 4020 where the fuel gauge doesn't work. How would a guy go about testing the sending unit and the gauge? Just a simple amp meter ohm test? Just want to make sure I'm replacing the right part.
 
Disconnect the wire at the sender and note the position of the fuel gauge needle (obviously with key switch "ON").

GROUND the disconnected wire and note the fuel gauge reading.

If the gauge is good it should read "full" one way and "empty" the other.
 
I have a 2030 and thought the fuel gauge didn't work either.
After my brother gave me a new float assembly that inserts into the tank, I discovered that the old one was just fine except that the metal float had disintegrated (or someone destroyed it by using a stick to check fuel level). So, you might want to check that out as well.
