JD 6400 3pt hitch problem

We have an early model 6400 tractor with about 6500 hrs that has an issue with the 3 pt hitch. With an implement attached and running, it will leak or drift down a few inches then immediately raise back up quickly. Where is a good place to start looking to correct it? Thanks
 
IIRC, the hitch cylinders are single-acting and can't leak INTERNALLY and cause the hitch to drop.

That leaves the stepper motor-operated valve.

There's a "raise" poppet and a "lower" poppet, operated by a cam.

Would suspect "lower" poppet is damaged/leaking or is out of adjustment.

I suppose it's just as likely the pressure relief valve could be leaking.
 
Does dialling the draft control knob make any difference? I assume the hitch light on the dash is not flashing.
If none of these work it might require a recalibration of the hitch controller.
