13.6 x 28 Tires

I'm not firmiliar with how tire sizes work. I currently have 13-28 tires on my tractor and they are too short. I found a good deal on tires that are size 16.9-28, would they fit on my current rim? And would they be the same height as 16.9x30 tires?

Well the 16.9 -28 on firestone is 58 inches tall and 17 inches
wide the 16.9-30 is 60 inches tall and 17.2 wide firestone
states the rim width required for the 16.9-28 is 15 inches wide

13 old size would be 14.9 new size, so 16.9 would be bigger
