4430 SCV stuck metering valve

I am working on a SCV on a 4430. I have the valve cap off. I had to remove the metering arm to remove the cap. The metering valve is rusted(?) in the housing. I have had PB Blaster on it for 2 days. I heated the disassembled scv up to 300 degrees with no help. I used Visegrips to try to move it. Is there any tricks to getting it unstuck? Do I just need to buy a rebuilt SCV?
 
Try tapping it down in a bit then work it back and forth a little,they get stuck in the first quarter inch cracking the rust a bit and it frees up,be sure you get it clocked right when you put the handle back on.
 
Thanks Tim.I finally got it out. I have never had one stuck as tight as this one. Is there any way to keep moisture out so this will not happen again? The cap has the 6 flat rubber washers. I see that the late caps had a large flat ring that goes around the outside edge of the cap.

About the best you can do is to clean it up and put some sticky grease on it, the 0-rings don't seal that area..
