JD 3010 hydraulics

Have a 62 3010 that has a strange squeal in a hydraulic line. The large hydraulic line coming / going from the control block to the hydraulic pump makes annoying squeal but only if you are trying to control the 3 pt in small amounts. Once the arms are in the position set with control squeal stops. If I raise the arms from bottom to top no squeal. If I use an implement such as a planter or using a smoothing harrow such that the arms are not all the way down it will squeal off and on as the implement moves across uneven ground. Changed hydraulic fluid and filter. Old fluid was very clean and inlet screen was really clean as well. Any suggestions as to what may cause this?
 

My guess is rockshaft valve clearance isn't set correctly probably too tight. The valve clearance can be adjusted with valve housing remaining on tractor by removing rockshaft cover & a plug on RH side of RS housing to access adjusting screw.
 
Dad had 1966 4020 gas with same symptoms. JD shop foreman said bad thermal relief valve. Never fixed, traded for 1970 4020 diesel.
 
Found screw on back of control valve. Lots of paint on
threads. Will need to put some paint stripper with small paint
brush to get it to dissolve. Can't get wire brush to it good
enough. Once I do that will try adjusting. Thanks for the help
