Late A carb strainer bolt

Rebuilding my DLTX 71. The kit from Roberts has a gasket for the strainer bolt but there is no evidence of an old gasket under the bolt head. Is there a trick to getting the snap ring off the bolt? Or does the gasket go on the lower end at the needle seat? Don't remember taking one out of there and I don't see any in the diagram.
 
They do come with a gasket for right under the bolt head. No, JD never put one on there...and 98% of the time they don't need one unless the cap gets pitted under there. I've only ever did one and if I had it do do over, I would just replace whole cap/bolt assy. Never know how hard someone torqued it down sometime in it's life to stop a leak.
 
How would one get the snap ring off to put the gasket on? Mine probably doesn't need it, just askin'. Is the strainer supposed to slip off the bolt? My bolt was flared slightly and I had to file some to get it off.
 
I use a little curved pick to get it off. Yes the screen will stretch off that little flare and stretch beck on after done. Once tightened down, you will note that that the little snap ring is of no use anyway so doesn't matter how you get it off. The screen isn't that fussy for "fit" either. The only debris that gets down that far is in powder form anyway and it will go right through that screen. Ethanol fuel will dissolve the rust from inside tank and it will flow through everything and end up in bottom of float bowl. One more reason it's good idea to drain float bowl after every use. Keeps that washed out before it can build up and cause problems.
 
Thanks again, Randy. I got the snap ring off today. This carb was in very good condition. Only a tiny bit of rust in the bowl. All it needed were gaskets and a throttle plate. The bottom edge was worn about 1/32 at the shaft bore. Got it and he 46 bead blasted and primed today along with a Zenith for my E4.
