Hydraulic system on JD 430W

I have a 430W john deere, with the dual TOM hydraulic system. It is just starting to "hesitate" or "jerk" a little when you raise the rockshaft arms. It is full of oil and the pump runs fine, no noise. I am
wondering if the vent that is located beneath the seat is plugged, but even with the service manual, I can't see how this is attached. Is it friction fit or threaded? It has a heavy coat of paint on it so I
wonder if it was painted in place... Don't want to ruin it only to find out it was OK before I tried to take it off. I'm going to take the fill plug off today, stick a funnel in the hole to control splash, then see if it still jerks with the plug off/out. Any thoughts?
 

Sometimes just if the arms are pinned or not, which way the selector valve under the seat is and which rockshaft lever being used will make odd things happen.
 
Thanks Buick. They are pinned, and the selector valve is in the correct position, and I am using the correct lever per the manual. Wonder if I should unpin, change setting on valve and actuate the levers a
few times?
