720 steering pedestal

resealing the power steering pedestal, new bushings, bearing, o rings, cork seal, ect. question is how stiff should these be to turn with all new parts? i thank mine is tight around the bottom. when i slid the bottom quill that has thrust bearing on the shaft it got hard to turn, couldn't hold shaft and turn quill by hand, does that cork doughnut fit that tight? i put a new retainer and washer in with the cork doughnut. i didn't put any grease or oil on the doughnut, should i have? with pedestal all assembled i don't think i have quite as much end play as i did before but i have to pry quite a bit harder to get shaft to move. it takes a pretty good pull on a normal length 1/2" ratchet to turn the shaft. does it just need to seat in and will be fine or is something not right? has a wide front so it wont have any pressure to help get things seated in if something is not quite all the way home.
 
also whats the purpose of the shim under the vane bracket? mine didn't have one and the book says if there isn't one there to put one in. i didn't have one and figured its worked fine for 50 years why wouldn't it be fine fore another 50 with out it.
