4010 Throttle

Working on a guys 4010 gas and the throttle does not stay in place, just pulls itself back to an idle. I was expecting friction disks under the dash but there is nothing. How do I adjust it to stay in place?
 
Friction "pad" is #12, throttle tension adjusting screw is #13.

Bob gave perfect input. I just had this issue on a 3010, the adjustment bolt was pointing down or on the bottom side of the steering shaft. I was able to go in through the owners manual door on the front of the cowl. Paul
 
One more thing, I had to take #17 off to get to it but I did not have the correct tools as I had traveled to get to the tractor. If it is on top like this picture shows you will have to figure out how to get to it. Paul
