I have tried to adjust the stop on the PTO and can get it to just barely stop turning. Am I better off to just leave it engaged and not wear on the stop brake? I only use it to run my snowblower which is not very often.
 
I would say to fix it,,,some one could step up on the draw bar to ride a short distance and get wrapped before you would know it..There is a lever on the inside lower dash area that has nut that takes a 7/16 wrench that some times comes loose and don't let the lever move far enough,, check that first,,that's the easy fix,, the next step is to split it and inspect the brake,, some times the anchor pin in the brake shears letting the brake spin in the housing,,and eventually it wallows the housing out,, some times it's just a worn o-ring and brake surface..
