JD 4600 Hydraulic Question

Asking this for my brother. I don't know anything about John Deeres. He has a 4WD 4600 that developed a hydraulic leak from a loader line (it was being operated by one of his workers). They continued to use it till fluid got low and parked it. When he got on it and noticed the leak the hydraulics would not work properly (slow to lift etc.) but it drove forward and backwards fine. He shut it down, fixed the leak and changed the fluid and filter. After cranking and trying to bleed out air by turning the steering wheel, it will now lift the 3 point and bucket, but still not operating exactly as it should. Now the tractor will not move forward or backward?

The 4600 has two hydraulic pumps. The higher capacity one for implements and the smaller one for steering. I don't suppose working the air out of the steering system will work the air out of the implement system.
