Ballast Resistor

I bought a replacement harness from Agri-for my 2510 gas model. They substitute a ballast resistor instead of a resistance wire in the harness that feeds the positive side of the coil. With the points closed and key on, the output side of the resistor and the positive terminal of the coil only read one volt. Voltage will rise when starter is engaged but will not continue to run after the starter is disengaged because voltage drops back to 1 volt. I think the voltage should only be reduced to about 6 volts, am I right?

I bypassed the resistor to the coil. When I turned the key on, but without pushing the starter button, the starter engaged and I had to turn the key off to stop the starter. Anyone had this type of experience?
 
You're right. On a 12 volt tractor that uses a 6 volt coil in series after a voltage dropping (12 to 6) ballast resistance (wire or stand alone) with Ign ON and points closed Id expect more like 5 to 7 volts on the coils INPUT.
