3010 Gas Missing/Stumbling

I had worked on a 3010 Gas a couple of years ago. A rebuilt carburetor was installed. While I was out of town this week the owner said it started missing off and on and by varying degrees. Today it just would not start. He and a friend looked at it and concluded it had spark to the plugs and gas to the carburetor. They concluded the carburetor was not moving the gas to the engine. I will be looking at this tractor in the morning. What should I look for? Could an over dirty oil based air cleaner contaminate the carburetor? How about the ventilator pump? Other suggestions?

Does it have a good fuel filter on it? Could have easily gotten some crud in the carb if not. When I put a new plastic fuel tank on my gas 3020, it seemed to solve a lot of those kind of problems.
 
I would have started with just replacing the spark plugs myself, having spark and sparking under compression of fuel mixture are two different things. I know that doesn't go along with their fuel not getting to the motor idea.
My main purpose for reply is to compliment you on the nice clean shop in the picture.
