Side console 4020 weak steering

I have a 1970 4020 syncro with a steering issue.

It steers normally when driving and stopped, when clutch is engaged. However, when disengaged the power steering will go away pretty quickly. I'm guessing it has something to do with one of the 4 valves(?) just behind the transmission filter?

We have checked the trans pump flow, and it looks fine. We have also checked for air in the steering system (I know that shouldn't affect it, but still wanted to mention in case).

However, the SCV's don't seem affected, and this tractor has a loader on it, so I've tried them with the clutch disengaged. I cannot tell on the brakes, haven't checked them specifically yet.

Console 3020/4020/4320's all have this issue,, normally stemming from a high side internal leak, a lot of tomes it's the PTO operating valve leaking by, some times the PTO brake piston seal,,you will need to start isolating components till you find the cause.
 
When trying with the pto engaged, if it still does it does that only eliminate the brake as the potential problem?
 
On the early Syncro-Range tractors, the hydraulic charge pump in the transmission stopped when the clutch was disengaged - stopping all hydraulics. Are the console Syncro-Range tractors different?

No late model 20 series('69-'72) Syncro-range trans pump drives from rear of top trans shaft same as early models
 
No that part is the same ,, the main difference is that the PTO clutch and brake are operated off the High pressure side of the system,,leakage in this area is a normal issue with them.
