Console 4020 PTO valve o-rings

I'm working on a '72 4020 diesel Syncro-Range. When you press in the clutch, the hydraulics go away in a few seconds. If you engage the PTO, the hydraulics behave normally. That leads me to believe the PTO valve is at least part of the problem.

I was planning to replace the R33259 o-rings in the PTO valve. Where are the o-rings located in the valve? Can you remove the R40811 control valve stem and replace the o-rings (i.e., do the o-rings fit on the bottom of the rod), or do you have to remove the AR48963 housing? Neither the parts book nor the technical manual are pointing me in the right direction.

I've looked at the stem and the grooves look shallow for o-rings. I then tried to remove the housing and found the bolts too tight to remove with a socket and pull handle (no cheater bar!).

My second question would be if I just need to go ahead and start throwing my change in a jar for a AR46113 replacement housing rather than worrying about o-rings.

If your hydraulics go away in a few seconds you have a fairly good internal hydraulic leak.First check and set the standby pressure to 2250 psi, I would use a laser thermometer and check the remotes, steering valve, rockshaft valve.Start the tractor cold and let it run at 1500 rpm for 15 minutes, and check the temp of the various valves, If they are leaking, they will be much warmer than the surrounding castings. I doubt the pto valve would leak off an appreciable amount of oil to lose the hydraulics

Maybe your PTO brake piston o-ring is leaking,, when you engage the PTO you release the brake pressure...

The r33259 o-rings seal the valve housing to the clutch housing. They are not your problem. First off adjust the pto valve linkage according to the manual. The fact that it works ok with the pto engaged points to the pto brake leaking internally BUT with the valve adjusted properly, the valve should be in neutral position when disengeged unless you hold the lever back to the brake position. It sounds like your pto brake o-ring is bad but with the valve adjusted properly you may get by with it.
