Aneroid is used on other engine builders too, but did show up first on the farm seen with JD. Early 4430 used mechanical linkage to disable the aneroid fuel limiter for starting. Late models use a small oil control cylinder to leave it off during starting, then shift it in place when the oil pressure is up.
 
When servicing a new tractor first thing I did was to back off the android because the lugging and just general Gov. action was affected .When the pressure pipe wore a hole in it the power went away.
 
The andriod valve limits the rack travel so it can not go to full fuel at lower rpms it is controlled by the intake manifold psi as the turbo spools up it lets the rack go the high fuel settings

Funny, that patent app. you referenced was from Navistar, some 20 yrs. after it was used by Deere.
