4020 is not lifting impliment far enough.

I've got the '68 4020 LPG that has sat for 8 years. I've spent the last week getting it operating again.
I plowed my dirt road today and I noticed that the two lifting arms are not moving up the full travel they can move.
Both arms with no implement attached only move upward 1/2 way and stop. Always exactly at the same place. The cab lever is at the full up position.
The hydraulic pump is working and strains the engine as you'd expect. The oil tank is full and no leaks have been detected.
Why are the arms not moving fully upward? Lever not adjusted right? Hydraulic valve linkage not moving properly?
The manual does not go into this problem.
Any ideas?
 
Move your load depth lever one way or the other, it's near your right heal as your setting on the seat..
 

1st thing to do is check & set L/D lever under seat in "D''. If 3 pt still raise to top I suggest to adjust L/D mechanism as outlined in JD 4000 tech manual.
 
Or the cable has slipped to an improper location so as to not move the valve lever the full travel or the differential in the valve assembly was not put together in proper time.

I'd be looking into the full free lever/cable travel issue first. Might even be the sheath of the cable has moved at the dashboard end too.

Best be looking into the book for the how to behind the adjustments. The fact it works some hints it's not a serious problem though it's pretty much worthless as is!
 
I reset the lever to the lowest position. It helped by raising the plow a few more inches.
The other settings made the plow move less.
I'll read the posted manual and see if I need to do the adjustment.
I noticed the lever to control the raise/lower is very stiff.
I removed the covers and found there is a braided cable going to the hydraulic valve at the rear of the tractor.
I oiled the cable but ran into a problem with the right hand cover of the valve and hoses at the rear end of the tractor.
This tractor has a cab. The cover cannot be removed because the cab will not allow the cover to lift over the hydraulic oil tank fill neck. It appears that my only option is to cut the steel that goes around the fill neck to permit the steel cover slide off to the right?
 

What brand cab. Some model cabs will pivot back on rear cab mounts to give clearance to remove RS cover. Sounds as if you need to remove stiff cable and soak in bucket of diesel or oil to lubricate it.
 
It is an aftermarket cab. It does not pivot it is bolted front and rear.
I think I can take my Dremel Tool and cut around the neck of the filler tube and remove the cover off to the right.
