Oil behind magneto...lots!

Not a governor man...that being said, '37 JD "A" has lot of oil pooled in behind mag. Ran wire down in drain back hole. Goes about 3" and hits solid. How can it drain back ? Hits right about where base of gov meets block. Any chance someone put a new gasket under gov and it didn't have a drain back hole in gasket? The wire hits solid...not like a sludge blockage. Maybe it turns back horozontally down there ? Not my tractor but owner wanted me to "see what can be done" about the excessive oil that leaks out through mag. Probably 1/2 pint came out when took mag off. Help appreciated. RB
 
Blow air through the return hole. Does your governor drive have a lot of clearance up & down. We just did a 47 "A" and had to sleeve that side of the housing. Gov. housing & bearing worn out on the mag. side.
 
OK . Got it fixed. With my bore scope it appeared as if there was casting flash/slag across it towards bottom and then some gunk on that. Blew it out...still nothing..still filled up. Took allen wrench and stuck in there and hammered on it. Seems to have broken out some slag and whatever was stuck on top of it and now oil runs through it. Still isn't a nice round hole but will drain . All is good.
