JD 4010 idle response

Everyone, I am working with a farmer who has a 4010 which will start and run at an idle but as soon as you touch the throttle the engine revs and dies without much throttle movement.

What does it take to fix it? Rebuild injection pump? Just something simple in injection pump.

Tractor sits most of the year, so not sure if it is gumped up or what. We did put new filters on it.

Sounds like the injection pump needs repair, it may already have the retainer pins sheared off inside. When that happens there's no governor control at all. Have had a couple pumps in this summer like that, one 3020 and one 4020. Setting without much use doesn't help either, internal parts will begin to stick with stale fuel, especially if there's any water in the fuel, or biodiesel.
