3020 Rockshaft Leak

With tractor idling, three-point fully raised, and L/D control lever set on Depth, I can see a steady drip through the rear inspection/adjustment plug. It is coming somewhere from the rockshaft housing, but I am wondering what is leaking and how to fix it.

Internal leak is either rockshaft control valve seals &/or rockshaft piston seal. Rockshaft piston seal can be renewed by removing RS cyl housing cover that centerlink transport hook attaches to. Be sure 3 pt is lowered before removing cover.
 
I do not know enough to be 100% sure, but there is a relief valve on the back of the control housing.
Could this be set under pump pressure and open when rockshaft hits the stop?
 

Yes I agree but I've never witnessed this valve that filed but it still could be the problem. RS pressure relief valve is key 6 & the shims are key 4
