LI with foot throttle

I am helping out neighbor with LI.

It has the foot throttle,which is cobbled into the governor. The center sawtooth throttle is completely unhooked. I am stumped trying to figure out what is missing and how the whole thing fits together. It would be appreciated if someone could post some pictures on how this goes together.
