B pulley brake arm spring?

This spring has always been on my B, it retracts the pulley brake arm. I can't find reference to it anywhere in the parts book or service manual. Has anyone seen this before?

Could of been an aftermarket company made them like the oil dipsticks for those models ? Or some farmer made one from an old hay rake tooth ?
 
I'm pretty sure it's a manufactured piece, the bends and shape are too uniform for home made.

Would be interesting to know who made them.
 
You know I can see a draw back on this spring...it would keep the pad forward and no allow the slow down of the pulley with the weight of the lever...we used to clutch and the pad would slow down the pulley without any force needed...however the later model's did have two different adjustments....suppose it is just personal preference...
