Pulling the clutch driver on a 1950 B

Having a tough time getting the clutch driver off of a 1950 B. I put in hardened bolts into the two threaded holes but isn't budging by tightening them (evenly). I'm afraid of snapping off one of those hardned bolts in the driver. I've soaked it with PB Blaster but no success.

Other ideas?
 
Make up a puller like I did. Put the bolt back in the end of the crank, install puller, back crank bolt out to create tension on puller bar (pretty tight) and smack the puller in the center with a 3 lb hammer.

The smaller one for the "B" size tractors is 1/2 x 2. The bolt that holds the driver on is what I use, get the strap in close enough that you can back that bolt out to put pressure on the strap. Then smack it. They are tapered splines, and that will pop it loose.
 
Are the holes 3 1/2" on center? I'm having this fabricated (my drill press is having issues) and forgot to double check the measurement.
