348 baler strings too tight

I am kinda new to this 348 baler I bought a few years ago. The problem is I ncannot figure out how to make the strings looser on the bales , I keep backing off the adjustable side resistors and have backed off the hydraulic tension but its still very tight bales. I am baling wheat straw with a 3010 in low gar and running 1500 rpm. It is making great bales but just too tight.
 

Only way to loosen strings(twine) around bales is make bales weigh less. May I ask why you're operating baler at 1500 engine rpm in lieu of recommended 540 pto speed?

Take out (some) of the resistor irons from in the bale chamber. Should just be (2) 3/8 carriage bolts in each. Take one off each side at a time & try.
