John Deere 60 starter or carb?

I had the carb on my 52'JD 60 rebuilt this spring but Ive been noticing that it still drips at the idle needles and the metering screw occasionally. So i took the carb off today and adjusted the float so that there would be less fuel in the bowl. When I put it back on, the tractor wouldn't start. However, the carb was not flooding (at least nothing like it had this spring) so I took the flywheel cover off to look at the starting motor. The starter extends but does not turn when the foot pedal starter is compressed. I tried to jump the tractor and noticed that the starter was spinning the flywheel when jumped, but apparently not fast enough to start the tractor. Am I looking at a carb problem or a starter that needs to be rebuilt? Thank you for your time.

Might be as simple as cleaning the battery cables, and getting good connections, if the carb is dripping, it needs work.
 
First off I would check your battery. If it does not turn the starter and does so slowly with booster cables, you may have a bad battery which is draining voltage even with booster cables.
 
If I have my facts right a 60 has a 12 volt coil, not a 6 volt with bypass for starting. If it has the 12 volt coil it might not start when the battery is so low it barely turns the engine over. When there isn't enough juice to crank it faster there also isn't enough juice to the coil to get a strong spark.

Did it start and run before you did the carb removal? How long did it set while carb was off? If it was an extended time, the battery could easily have discharged enough to not turn the starter now. What is the battery you are using to jumper from? Sounds like it may be too low to roll the starter.

hanks everyone for the input. Whoever guessed dead battery was right on the money. Bought a new one this morning and the tractor started right up. The old one had taken a beating being switched from tractor to tractor (one would go dead and I would swap it out to see if it was battery related) and was beginning to leak acid so it was time to replace it anyhow.
