4430 inline pump high idle

Hi, I bought a 4430 that has a high idle set too high. So to adjust High idle speed I remove the cap on the larger screw,lowest of the 2 exposed on the govenor part of the injection pump, right? My question is, do I turn the screw in or out to lower the high rpm speed?

It's been a long time since I looked at one but I thought there is an "adjustable stop screw" on IP lever next to engine block that throttle linkage attaches to
 
Nothing on the linkage here. I have a
diagram of the pump/governor that shows that
I have the right screw just wondering which
way to turn it for sure
 
Back out the screw (CCW) so it moves away from the throttle arm and allows it to move farther in the "slower" direction.
 
You are right Adjust the speed with throttle rod unhooked . Pump speed should be set correctly at the diesel test stand , why do you think yours is wrong .
 
The high speed lever will have a stop screw on the pump front governor housing to limit it's travel. Early tractors had it out in the open, late models it's on the back side next to the block. The low idle stop screw is the smaller top one on the rear cover, the larger just below is the governor bumper spring. The best way to set the bumper spring on the engine is to back it out so it's not working, can be removed if you like. With the engine warm set the top, low idle to 100-150 RPM BELOW what you want the idle to be. Now turn in the bumper spring to finish the low idle. Now the high speed lever stop limit screw can be set. The bumper spring is NOT to be used to adjust high idle..
