I have a 1948 A I recently got done restoring and it now is blowing white smoke and seems to be oil out of the exhaust but doesn't seem to be lowering oil level

WHITE SMOKE usually = WATER /coolant in combustion area:

Blue smoke OIL in combustion area:

Black smoke usually = over fuel:

Eventually you will if it's digesting enough. Could be a small crack or a seep around the head gasket. Try a little stop leak. Might help if it's not to big a leak. If not you'll have to pull her back down and look closer. Sometime when those old timers are taken apart it opens up issues that were asleep for years. Good Luck!

You might consider opening the crankcase drain plug just a little and check if antifreeze/coolant comes out.

If your tractor has compression relief cocks on the bottom of the cylinder block, then you might open them and check if antifreeze/coolant comes out.

Hope this helps.
