39 B fan shaft oil leak

I just went through the complete tractor and have engine oil leaking out by the fan end,(installed the pulley and clutch assembly on it) Installed new bearings when I went through in this winter.
The front end does set a little lower, so any oil that gets in tube cant run back. In the parts diagram I don't see a seal or O-ring that seals oil from going down tube. There is a O-ring that seals tube and housing, or am I missing or overlooking something here?
 
Did you install a NEW felt packing at the front end and also grease the front bearing ? Some of those depending on the set up have a small area in the fan pulley splines that is machined out for an oring to set in there where it pushes against the bearing center race.
 
I remember the new one was very tight, not sure if we put it or left the old one in. I will look for a o ring groove, what side of the bearing should that be on? Is there anything back by the governor that would stop oil from coming down tube?
 
There is a cork seal(fan bearing packing)#18 in the parts book, page 25 on that shaft. Did you replace it? part# B2127R
 
Nothing back by the governor to keep oil out. There are two items for sealing at the front though, one called a packing with retainer and washer goes behind the two bearings and the second is a felt washer and metal retainer goes in the front of the two bearings at the fan end of the shaft.

BUT one could cheat and use a sealed BCA B-01 ball bearing for the fan shaft at the governor end removing the rear seal to allow for oiling of the balls and leave the front seal on which would dramatically cut down on oil traveling forward down the tube. One could even seal the inner race to the shaft and the outer race to the bearing holder with a thin film of RTV to get that minor seepage down to zero. I use this same trick to keep the transmission gear oil out of the engine oil at the transmission input shaft bearing. Where the factory also did not allow for any seal of any kind to do that job with.

I see the same bearing number sold as a three part tapered roller bearing for the first time today. Whenever I have asked for that bearing part number it's always been a standard sealed ball bearing and NOT a chevy wheel bearing with tapered rollers as they appear to be in some cases today. How strange is that? IIRC the early chevy wheel bearings were ball bearings that would come apart and not tapered roller bearings, again IIRC. Maybe mine were how you say a 'little' worn out and they weren't supposed to fall apart like that? The balls were in a steel cage though so I just cleaned things up, applied plenty of wheel bearing grease and went back together with it thinking that's a pretty crude way to do it there chevy. Ball bearings made it extremely touchy trying to get the freeplay next to nothing but still have just the slightest movement.
