720 Diesel surging

I am having an issue with my 720 diesel I have rebuild the engine, and sent injectors and nozzles off to be serviced. When I took the governor apart I discovered that one of the weights had fallen off so I put it back on,than I put on new bearings.And also adjusted the governor spring. But when it is at an idle of about 600 rpm it surges to about 675 rpm than back and forth. Can anyone tell me what to do? Hope it is a simple fix.

Check the travel on the rack to make sure there is no binding ( could be bent), if they were forced down into place ( had a young mechanic forced them down and bent the rack in wide open position. when he started it, it must have hit abt. 5000 rpms .Also are you sure the lead weight is exactly in place and the weight is the same weight? ,should replace in pairs. Also sleeve on the governer is free to move . Did you adjust the governer spring with a teck. manual ?
 
Yes but I understood that you repaired the thrown weight . Those weighed the same so if when you repaired it did you add more weight ?
