4440 pto slipping.

have a 4440 quad range and the pto started slipping on the disc bine. i plumbed a gauge in the pto clutch test port and get 130 psi at 2000 rpms and 70 psi at idle. shop book calls for 175 to 185 at 2000 rpms. i removed all the valves under the housing and found nothing stuck or broke. i then tested the foot clutch and had a normal 175 psi. obviously i must have an internal leak going on. also it doesent seem to help by adjusting the pto linkage. still doesent gain any pressure. the little arm does move from one stop to the other on valve housing and the pto does stay ingaged. whats next? should i pull the valve off the side and look for blown gasket? any help would be appreciated. thanks.
 
I just worked on a 4240 same thing it had the PTO operating piston o-rings blown,re-sealed it and new clutch all was well.# 13 and I'm not seeing the sister one to go with it you will need to pull the valve again and then the front hub..the clutch will need changed out to as well as all the associated o-rings.
